What are working papers?

Working papers are unofficial documents which can be discussed by the committee. They can take any form such as maps, charts, diagrams, drawings, but most commonly, they act as precursors to Draft Resolutions. Importantly, they do not need to be written in Resolution format, so be creative!


What is the point of working papers?

Working papers are intended to aid the Committee in its discussion and formulation of Resolutions. They are intended to push debate along or prompt a new line of argument.

What are the regulations around working papers?

  • Working papers must offer a substantive contribution to the committee, so they must be relevant to the topic.

  • They must be sent to the Chair for approval before they can be introduced to the committee. 

  • Unlike Draft Resolutions, there is no requirement for signatures.

How do I present the working papers to the committee?

Once you have been informed by the Chair that your working paper has been approved, you can motion to introduce the working paper. You should not refer to working papers in speeches before this motion is successful. Once the motion is successful, the working paper will be displayed on the projector for all to see. The working papers will be numbered in the order of approval and must be referred to as such by delegates (e.g., Working Paper 1, Working paper 2, etc.).

What are some good tips for writing an effective working paper?

You should take advantage of the fact that there is no formal format. Below are some ways you can do this so that your working paper stands out:

  • Keep it short for maximum effect.

  • Bold, underline, or highlight key phrases.

  • Include drawings, whether these be maps, diagrams, or charts.

  • Be original - don’t just write about things that have already been discussed.
